A group of U.S. House Democrats has floated yet another proposal aimed at overhauling the nation’s housing finance system. Under the measure, HR 5055, known as the Partnership to Strengthen Homeownership Act, all government-guaranteed single-family and multi-family mortgage-backed securities would be supported by a minimum of 5 percent private sector capital standing in a first loss position.
